The El Paso market, honestly
El Paso is its own market — culturally and economically closer to Las Cruces and Juárez than to the rest of Texas, and overwhelmingly Spanish-speaking. It's also under-served by trailer builders; most operators here are buying used off Facebook Marketplace or driving to Phoenix. Aguas frescas, burritos, menudo and asado sell here in ways they don't elsewhere in the state.

Permits and inspections in El Paso — what changed in 2026
El Paso is a confirmed example of a city that entered a cooperative agreement with DSHS — the licence is issued by the state, and the City of El Paso performs the inspections as a contracted performing agency. Practically, that means the people inspecting your trailer are the same people as before, working to the state standard.
El Paso's published mobile requirements sheet is one of the better build references in Texas even though it predates the transition: the 15% wastewater rule, 110°F at the three-compartment sink and 100°F at the handwash sink are all stated plainly.
El Paso Fire Department still handles fire inspection. Note that the cooperative-agreement detail above comes from local news reporting rather than a city publication — confirm directly with the city.
New Mexico is twenty minutes away and has genuinely different rules — most notably that all major equipment must be ANSI-certified. If you intend to work both sides of the state line, tell us before we spec the equipment.
