Permits and inspections in Dallas — what changed in 2026

Dallas County has confirmed that permits issued by local jurisdictions before July 1, 2026 are no longer valid for operation. The licence is now a single statewide DSHS Mobile Food Vendor licence.

Worth knowing: the City of Dallas Consumer Health mobile food unit page has not been updated and still describes the old appointment-and-inspection process with no mention of DSHS or HB 2844. If you land on it, you are reading obsolete guidance. Use Dallas County and DSHS.

Dallas Fire-Rescue still handles fire inspection, and the metroplex is a place where operators regularly work across several cities. HB 2844 contains a provision at §437B.004 about not requiring an additional fire inspection where one was passed within the previous 12 months — but that constrains the state's rules, and how individual cities apply it is not yet settled. Keep the certificate in the trailer and raise it politely.

The metroplex spreads across several counties. Zoning, parking and right-of-way rules are still local, so confirm the specific city you'll park in, not just 'Dallas'.

How long from order to operating in Dallas?

8 weeks to build, then your DSHS application and pre-licensing inspection — state law requires DSHS to conduct the health inspection no later than the 14th day after a complete application — plus your local fire inspection. Most people are operating within a few weeks of delivery if they start the paperwork while we're building. We'll tell you when to start it.
